LAND DEVELOPMENT PROCESS
The Land Development Entitlement Process and requirements vary based on the case type of project that is being entitled and the municipality where the project is being processed.
Step 1 - Application Package is submitted, the Planning Department conducts initial review for completeness. If the package is not complete, the Planning Department will request additional information and any required studies.
Step 2 - Project planner reviews case and determines the need for Special Studies. Special Studies include but are not limited to : Traffic Study, Biological Study, Paleontological Study, Cultural Study, Acoustical Study, Slope Stability Study, Air Quality analysis, Geological Study, Fiscal Impact Study. Not all studies are required for every project.
Step 3 - Application package including required studies are transmitted to the appropriate reviewing agency. Agency comments are submitted to project planner, the planner may schedule a Staff/Applicant Meeting to discuss case comments and explain any problems. If revisions are required, the changes will need to be re-transmitted for comments depending on the scope and nature of the revision.
Step 4 - When the case is deemed completed and satisfactory, the project planner will prepare a staff report and schedule the case before the appropriate hearing body. An Official Public Hearing Notice is sent to property owners of surrounding properties.
Step 5 - Public hearing is completed and appropriate hearing body approves the case.
Step 6 - Parcel and Tract maps are submitted for plan check, approval, bonding and recordation.
